In Spanish, the hour is indicated by a number and one of the twelve hours listed on a clock.

The word “a” means what (in this case hour) or where? (hour out to walk)
¿A qué hora sales a pasear? literally means: “what time you go out to walk?”

The answer may be 11:30. It could also be 12 or 1 o’clock depending on which clock you are referring to.
A preposition called “en” is used before the word hour.

The preposition “a” is used before the word hour.  It also has a time attached to it: “las 11” which means at 11 o’clock (11 hours).  See example below:
Each hour in Spanish is numbered as you would see on a clock:  1, 2, 3, 4, 5, 6, 7, 8, 9 and 10.  11 is the first hour of the next day, 12 is the first hour of that day, 13 is the first hour of that day and so on.  Examples:
At 1:30 pm you would say “a las tres y media”.
At 3:45 pm you would say ” a las cuatro y media”.  However, if you went out to walk at 5 o’clock, it would be ” a las cinco de la tarde” or ” a las cinco de la tarde”).
