“All Federal Communications Commission (FCC) business is conducted on a non-wireline telephone.” “Intra-office communication by wireline telephone may only be used to contact the FCC Secretary, other FCC executive offices, or offices of other agencies having lines in common with the FCC.”
“Official communications by wireline telephone shall be routed to a designated public switchboard or, if not available, to an appropriate commercial service provider providing toll-free service for the public. When transmitting official communications, a public switched telephone network (PTSN) should be used if available.”

“Official communications by wireline telephone shall never be routed to first class or other nonbusiness telephones.
“No private terminals may receive FCC telephonic communications unless the Commission has specifically approved their use in accordance with the procedures in 47 C.F.R. 1.908.”

The FCC’s “Commissioner’s Order Re: Improper Use of Telecommunications Facilities” appears to have been issued in response to a complaint filed on 17 May 1995 by Teresa A. Walker of the FCC’s Office of Inspector General, appearing to have been filed in response to some or all of the following incidents:

a complaint about improper use of telecommunications facilities that was made directly to the FCC in September 1994 (CG Docket No. 94-102) from an Earlene F. Bauchman and others, consisting partly of allegations and facts which can be externally validated through public records;

an undated letter from Mary J. Harvey, Director, Financial Management Division, United States Department of Agriculture (USDA), and one or more faxes sent by her regarding improper use of telecommunications facilities;

an undated letter from Dr. Roberta M. Gudman, Assistant Administrator of the Animal Disease Diagnostic Laboratory, United States Department of Agriculture (USDA), and one or more faxes sent by her regarding improper use of telecommunications facilities;

an undated letter from Judith K. Marburger of the FCC’s Office of Inspector General, dated 18 August 1995 and signed by Teresa A. Walker (CG Docket No. 93-1792);

a complaint in which the complainant is not identified but whose signature appears to be that of Wolf J. Golub, Chief Historian for the FCC; and

a letter from Mr. Lee Csizmaric (CG Docket No. 94-102), dated 17 May 1995, regarding “the improper use of telecommunications facilities”.

The “Commissioner’s Order Re: Improper Use of Telecommunications Facilities” appears to have been issued on the same date as:

a letter to Mr. Timothy M. Haigney from Tom Ramey, Director, Legal Affairs Division, United States General Accounting Office (GAO), which is dated 15 May 1995 (CG Docket No. 94-102); and

a letter to the FCC from Mr. Wayne N. Browning Jr., Acting Director, General Counsel’s Office (GAO), dated 18 May 1995 (CG Docket No. 94-102).
